According to this purpose, the thesis analyzes the content of a service government first, and point out current government performance evaluation has tremendous encumbrance for the construction of service government, the government performance evaluation system needs to be rebuilt under the principle of service government Then, the thesis inquiry into the important functions of performance evaluation such as driving,tracting and guiding in the enterprises and analyzes the important functions in government reforms of many countries . From these it gets a conclusion: The service government's principle can get fulfillment in the government performance evaluation system, the scientific government performance evaluation can promote constructing a service government. The thesis also contains two solid examples of SiMing Zone XiaMen City and HangZhou City which apply the government performance evaluation to push forward the construction of service government. Finally, the paper discusses the establishment and the consummation of scientific government performance appraisal system through several aspects such as taking science development view as the guiding ideology, taking the service government's basic function as the starting point to select appraisal target, and multiplicating the main body of evaluation and so on.
