With the advancing of information era, the ways government provides services are developing from using conventional methods to using modern information technology. As a result of the higher amount of resources needed for government to provide services and higher demand for government services, the government needs to build up its principle of serving the public, adequately employ multiple information means, improve the efficiency of every service segment, achieve its function change and push forward its reformation based on adoption of information technology. It is widely accepted that the assessment of government performance is not only the new topic among the modern public management but also the difficult one. Being a new management theory and method, government performance appraisal runs all the way through the whole government activities. It plays a critical role in driving government to implement the strategy, realizing the set objective, enhancing the sustainable development and keeping continuous communication.The information technology plays an important role in achieving more modernization, more democracy, more public and higher efficiency in the government administration. The e-government is based on the technology, however, the key point is realizing the reformation of the government in virtue of the technology instead of the technology itself. Therefore, e-government could become a classical model of the merge of technical and administration innovation. It could not only bring about substantial changes in government management but providing platform and technical support for the government performance assessment.This thesis is written on the basis of theories from Business-management, Politics, Public-management, Statistics and Computer-science, research methods of both criterion and positivism. The whole thesis is structured as literature summary, drawing on the previous experiences, deduction and suggestions. All the data is obtained via survey, literature review and questionnaires. This thesis attempts to summarize the theoretical basis for government performance evaluation, reveal the disadvantages of conventional performance measurement using the reference of western countries' experience, give a analysis of the principal means of assessing the government performance, build up a universal index system that can be used for the assessment, further discuss the proper assessment methods for our own country and finally the advantages and disadvantages of the appraisal of government performance in the circumstances of e-government.This thesis contains five parts including the introduction.In the introduction, it is briefly stated that the meaning of this research, the present situation in the government performance measurement both domestic and overseas, the unique way of deduction and the important intention major ways and possible innovation of this research.In the first part, it mainly focuses on the theory basis for government performance measurement by combining the practice in the assessment nowadays in our own country and the essence of government performance appraisal on the basis of the intention, operational dimensionality and systematical function of the assessment. The two major ways of conducting the assessment are included as well.The second part presents two suggestions and one conclusion, which is the suggestion of building the index system of Chinese government performance measurement based on the Analytic Hierarchy Process after analyzing the problems exist in the present measurement system, the suggestion of improving the efficiency and effectiveness of the assessment. Both suggestions are based on the analysis on the problems exist in present measurement. It is revealed in the conclusion that the change of the pattern of the administration is one efficient way of solving the problems in the traditional administration pattern.In the third part, this thesis explains and analyzes the new methods of the assessment in the perspective of criterion analysis. It introduces the concept of e-government, which is the realization of conducting the performance measurement in information technology way. In addition, the reasons of employment of information technology in the assessment system and the features and merits of e-government are analyzed as well, which leads to the thought of combining the performance measurement and e-government together and further discussion of the steps of carrying out the electronic performance appraisal.In the final conclusion, author has the thought that the "principle of satisfaction" and the "foundation of results" should be introduced into the assessment system. The function of government is serving instead of controlling. The government should be assessed by whether the public is satisfied. The method of quantifying, information technology and particularly the development of e-government provides powerful supports and guarantees of construction of government performance assessment index system. Furthermore, it is also highlighted in the conclusion that the role of the e-government in innovating the idea of administration, enhancing the systematization of performance measurement, improving the communication efficiency and skill.The thesis attempts to bring about several innovations in three perspectives on the basis of absorbing outcomes of others. First is the thorough discussion of index system used for performance measurement, and to build up a relatively proper and reasonable universal performance measurement index system. Meanwhile, author tries to present some practical design of the indicator system for specific local government. Second is the guidelines and logical framework of construction of performance measurement system to provide technical support and quality guarantee for the index system. Third perspective is trying to bring the government performance measurement system into effect by using information technology, analysis and prediction.
