Think Of Styengthening Construction Of The Party's Democatic Centralism In The New Period

China has entered a new stage of development in overall constructing a well-being society and rapid advancing socialist modernization at the onset of 21st century. In the context of the deeply changed situation at home and abroad, if the Communist Party of China can unite and lead the Chinese people of all nationalities to realize the sacred mission of the great rejuvenation of the Chinese nation that the history and the present era have entrusted it, it must constantly enhance its own building and improve its level of leadership and governance, for which it is an indispensable subject to develop the inner-party democracy and the democratic centralism.Interest is the root and aim of politics. Whether the ruling party actually has its own interest or not?Is there any interest within the party? It is a question for the CPC as the ruling party. Objectively, the CPC has its own interest like all of other political organizations. On the basis of this understanding, this thesis tries to give a new theoretical framework and analysis and offers a new thinking for developing the democratic centralism through using the relations between interests and developing the democratic centralism within the ruling party as the theoretical foundation of argument.The thesis consists of three chapters. The main contents of the three chapters are as follows:The first chapter gives a brief account of the gradually deepened theoretical understanding of the democratic centralism form Marx and Engles, Lenin to the CPC.The second chapter points out that in the course of the rapid social transformation in today China, the effect which is resulted from the development of market economy, the division of social stratum, the general plan for managing state affairs according to law and the tide of democracy in the whole world offers the development of the democratic centralism indirect motivation. Meanwhile, today, there are many problems in the process of building the democratic centralism.The third chapter points out building the democratic centralism is a systems engineering. If we want to adapt it to the new situation and make it exert the advantage of the system in the new environment, we must make up this system in all aspect. I think that now we ought to keep interest as the logic starting-point for developing the democratic centralism, keep system development as the central task, theory, ideology and manner develop as two wings, and the primary organizations of the party improve as base. We may work in all aspects by using various modes and tacks.
