In the establishment system of the army, the sergeant is a part of the soldier's commission arrays, different from the general soldier, but the backbone of the soldiers; there is a stratum between soldier and officer. The proportion of sergeant turns larger and larger in the army, in the future the sergeant's team will be the main source of the fighting capacity of our army. In this text, considering the prerequisite of analyzing the intension of sergeant's team and its characteristics in the new period, I have analyzed the treble predicament that sergeant's management faces in the new period, and analyzed the corresponding countermeasures to offer the reference in strengthening the management of sergeant's team in the new period.This text divides three major aspects:Part One: Summaries of sergeant's teams of our armyThe Sergeants of the Chinese People's Liberation Army are chosen from the compulsory serviceman who serves the active service over the prescribed period, or recruited from the citizens who have the professional skills but don't belong to military department directly, and they will be awarded to the soldiers'system of military service as volunteers. The sergeant is divided into a professional technique sergeants and unprofessional technique sergeants according to working properties.The number of sergeant in the entire PLA has nearly made up 40% of the total number of soldier; the high-tech army has reached more than 60%. 85% of the sergeant is distributed in the basic unit and the front line of fighting and training. All the monitors of organizational system groups in the entire PLA are taken charge by sergeants. Sergeants are allocated in the 42 big class, over a thousand of specialties, and thousands of professional posts. Professional technique posts of the army, especially key posts, for instance, armored, guided missile, communication, radar, naval vessel, aviation, etc., are taken by the sergeants.The characteristic of sergeant's team in the new period: they come from the compulsory serviceman, but their foundation of ideology and culture is higher than that of the compulsory serviceman; In the professional skills training, they are not only the target of improving, but also "the coach "; In the army's management, they are the target to be administered and the backbone of the management.The status and function of sergeant's team: it has optimized the structure of soldier; kept the technical backbone; remedied the fault of retreating and replying; and liberated the officers at the basic level.The content of sergeant team management: Including choosing and using; Educating and training; rewards and punishments ; Management and supervision,the four main contents and so on.In the new period it is extremely urgent to strengthen sergeant team management, firstly, the majority of sergeants live in the basic unit, as the backbone of military basic-level construction and the new important component of military talents in the new situation, and they are the practitioners to modernize military affairs. To some extent, the quality of sergeant's team directly influence the overall management of the army , its fighting capacity level, and has connection to the victory or defeat of the future war. After raising the proportion of sergeant's team, the management of sergeant's team has affected the overall management of the army. In the new period, our troops were given"the double historical task". The management of sergeant team and the accomplishment"double historical task" closely combine with each other , it should be one of the break-through point for our troops to improve the ability in the new military transform.Part twoFrom the viewpoint of army's management, in the new period, our country's conditions and army's management exert an interdynamic influence, the main reasons include treble predicaments: Long-term peaceful environment, transition of the system of market economic and the development of the information networkThe peaceful environment is different from the war environment, Deng Xiaoping once pointed out: "To army team, the biggest difference is the changing to the peaceful environment from long-term war environment,." This relatively stable long-term peaceful environment has already offered relatively stable condition and opportunity for sergeant's management, at the same time it can cause the sergeant's paralysis psychology too; besides dealing with the war, they have to make function in the action which doesn't have relation with the war and have relation with the national benefit , it means that it have already expand the epitaxy of military management and has added the difficulty to the sergeant's management.The transition of the system of market economic brings about an advance in national economy, but at the same time gives the western military strength some opportunities, " The external hostile force make occidentalize to us actively. Some countries consider that in the present stage, it is easy to make occidentalize to our army, so they have aimed at the sergeant of our troops, too. " Although the performance of "occidentalize ", " work " and " materialization " under the market economy in the management of the army is not the mainstream, but the sergeant's team survives in army's environment for a relatively long time, once such a thought spreads in sergeant's team, it will make very great negative influence to the army's management.In the opportunity offered for the management of the sergeants by the development of the information network there are opportunities, and there are difficulties too. With the popularization of the computer, the information network bring high-efficient and conveniently to the army for fighting, training, living, at the same time, it brings new situation and new problem to army's safe stability work too, bringing the unfavourable factor to the military security work, causing the bad thought spread rapidly. Which is running together with high-efficiently and conveniently is the test of computer network knowledge to sergeant's colony by information-based war, this requires sergeant's management keep up with computer paces of cybertimes under such particular environment,Part threeTo the treble predicament of sergeant's management, Should administrate countermeasure analysis from three respects:Strengthen the educate, lead the sergeant to establish the thought of growing with the times: launch the situation education, strengthen the crisis awareness of war. The peaceful is the themes of the times, this means that the peaceful problem has not been resolved. War of Kosovo, Afghan war, " 9.11 incidents ", Iraqi war,etc., the smoke of gunpowder of the beacon still fills the air in each corner of the world, the national sovereignty still receives a very great threat, the terrorism spreads to the whole world; and Launch role's education, strengthen sergeant's service consciousness. The fact that the era magnified the value of our troops clearly expressed the functions of our troops, we must timely change the thought of role in sergeant′s heart and carry out service consciousness among the sergeant team, to make them assert and achieve this value, we can also wholeheartedly serve the people in peacetime.Strictly manage, promote sergeant's own quality. It requires to promote the sergeant's individual fighting ability after establishing the thought of"growing with each passing hour", and this requires sergeant's team to promote their own overall qualities, including political caliber, the adaptability to changes, psychological quality, and the individual soldier quality demanded by Hi-Tech war.Rely on the network, strengthen the information management. It mainly behaves in two aspects: firstly, pay attention to protecting message security of our troops while computer network develops; Secondly, also the most important point, in the new period, sergeant's team undertakes very heavy military information construction mission in the face of the worldwide new military change, it requires sergeant′s management to fully combine with the development of the information network and meanwhile consider important points.
