The Corruption Perception Index (CPI) is a set of target system which was issued by Transparency International (TI). It shows the corruption extent of an organization or an industry through researching the subjective feeling of specific social groups. The focus of this article is put on how to research the corruption of Chinese local government with CPI and how to establish a set of practical index system which used for measuring the probity extent of local government on the base of fully consideration about local situation, then to test and consummate the system through empirical research about probity extent in a local government.In view of the fact that there is little empirical research about corruption measuring by domestic scholars, the author has designed a questionnaire which based on the theory of "National Integrity System" and "Integrity Warning Index System". There are four dimensions in the questionnaire: the public; local government; legislative agency and supervisory agency. Use the necessary conditions which the four dimensions must reach when the local government is uncorrupted to be detailed dimensionality. The questionnaire designed 40 topics in order to measure and predict the probity extent of the local government.The questionnaire was used to do an empirical research in a county in Hunan Province. We got back 301 valid papers.After finishing the statistical analysis of valid questionnaires, we get the corruption perception index of the county is 2.66. To compare with the perfect score 5, and higher mark means to better probity extent, it is right to say the local government of the county is far away from the "Probity and Fair" standard.The problems and limitations which existed in the target system and questionnaire were summarized in the last chapter of this article.
