Wudalianchi Nature Reserve was firstly adapted as world geological parks by UNESCO at Feb 13th 2004. Until now it becomes the only park of scenic resort and historic site and nature preservation zone, which had got seven national prizes and two international champion merits. Therefore, Wudalianchi nature reserve belongs to the world and whole human kind other than china.In order to strengthen the protection, exploitation, development and construction to this park, the 23rd conference of the Standing Committee of the Tenth Provincial People's Congress passed the legislation of《the Rules of the Preservation of the Wudalianchi Nature Reserve in Heilongjiang》. This legislation becomes the first local law to regulate the world geological parks, and is in favor of legalizing the construction. The legislation is only a breakthrough of the protection, exploitation and construction, as there is no national legislation on nature reserve, even no administrative law, in China so far. So this local law's effects on the construction of this reserve park depend on the lawmaking practice.This thesis focuses on the legal system improvement of the reserve park and studies on the contents include:Firstly, it gives a general introduction of the Wudalianchi Nature Reserve, which concludes the physical and resource characteristics and its potential benefits and influences in home and abroad.Secondly, it analyzes the causes and problems of the legalization of the construction and administration on the park.Thirdly, it learns the tricks during the session of exploitation, legalization execution and administration on the development of the foreign experience.Finally, it sets some proper and detailing measures on the regulation of Wudalianchi world geological parks.
