New Research On Ruling Laws Of The CPC In Period Of Transformation

The success of the Communist Party of China being in power cannot leave the guarantee of ruling laws. From the certain sense, the ruling laws of the Communist Party of China is a product of which the principles of Marxism combine with the environments of contemporary era. Since the Third Plenary Session of Eleventh Central Committee of CPC , China entered a period of comprehensive transformation. The profound change is happening during the period of transformation. This becomes the objective environments of the governing of CPC. As the contemporary form of Marxism, the Important Thought of "Three representations" has discovered the basic ruling laws of the CPC. For exploring the laws of basic-level ruling we must consider the Important Thought of "Three representations" as the guide, and must embark from the environments in the period of transformation. In order to completing tasks of the party in the basic organizations, We must understand how the basic units rule over for the people, how they serves the economic development, how they guide the dominating values.The paper is composed by the introduction and five parts. The introduction mainly proposes the significance of the topic, the domestic situation and the main breakthrough viewpoint. In the first part I pointed out the profound influence of the situations in the period of transformation to the basic units being in power. In the second part I discussed how we guides the ruling of basic units by the Important Thoughts of"Three Representations" ;In the third part I analyzed the concrete laws about the ruling for people of the basic units; In the fourth part I analyzed the concrete laws about how the basic units serve the economic development ;In the fifth part I analyzed the concrete laws about how the basic units guide the dominating values.As the basis of all works of our party ,the basic units not only take on task of carrying through the route, the guiding principles, the policis of our party, but also take on the mission of the ruling of basic units. Adapting the changes of the environment , following the basic ruling laws of the Communist Party of China, forming the concrete knowledges of the basic units being in power,not only is a process during which we make the thoeries concrete, but also is a process during which we use the laws to the practice .The exploration on the laws of basic units being in power is advantageous to consolidate of our party's ruling foundation firstly.Then it is advantageous to enhance efficiency of our party. It is also advantageous to complete the mission of our party.
