The Research Of Shanghai International Migration And Exit-Entry Administration In The Background Of Economic Globalization

Standing on the height of economical globalization, and on the foundation of deeply exploring and analyzing the documents of the international moving of Shanghai population, and of summarizing working experience, this thesis insists on the practical sprit of research, and focuses on the combination of theory and concrete evidence research by the ways of economic society's quantitative research, and comprehensively describes and analyzes the cause, regularity, structure of the international moving of Shanghai population and the problems of current exit-entry administration after Shanghai's reformation and opening at many levels and perspectives. In order to adapt the trend of the development of economical globalization, this thesis also put forward some strategy considerations and series of suggestion on promoting the international standard of Shanghai population, and on strengthening our city's exit-entry administration work.The article is divided into the following four parts:The first part is to analyze the affect on the population international migration and its management brought by the economic globalization and indicate that the"New Immigration Phenomenon"is largely caused by the economic globalization. Meanwhile, the economic globalization has played an important role in the management of the"New Immigration Phenomenon".The second part is to deal with the data from the exit-entry population of Shanghainess and foreigner and predict the exit-entry situation in the future, then focus on the research of the situation of Shanghai new migrants.The third part is to introduce the current management mode of exit-entry in shanghai and find out some problems by analyzing the current situation. There are three major problems: the first is that the big contrast between the shortage of police force in exit-entry department and the increase of the exit-entry population; the second is that the institution is set up out of international practice; the last one is that the policy and regulation of exit-entry management doesn't correspondence with the current situation. The last part is to discuss about the improvement of the exit-entry management and the new immigration management. To improve the management of the exit-entry, I have some new ideas to share: firstly, increase the research of policy and establish the related law and regulation in line with the economic globalization; secondly, set up the new rules with the leading idea of serving economy; thirdly, build up a high-quality group in exit-entry management; finally, strengthen the international corporation among government and increase the pace to catch up with the international practice. To enhance the management of new immigration and service job, there are several jobs have to be done: firstly, establish the coordination team for new immigration job in shanghai to enhance the general instruction; secondly, draw up some related policy and measure to encourage the new migrants to come back and work for home; thirdly, build up the immigration information center in shanghai to provide the over-all service; the last but not the least, establish the international population immigration research center in shanghai to make deepen research.To conclude this thesis, it brings forth some new ideas as follows:Standing on the height of economical globalization, the thesis summarizes and describes the changes and present condition of the international moving of Shanghai population by the research of the combination of theory and practice. The large quantity of datas accumulated in the thesis is also valuable for relevant government policy makers, and for social scientists.On the foundation of exploring the cause and regularity of the international moving of Shanghai population, the thesis puts forward some strategy considerations and suggestions on exit-entry administration, and on the international moving of population in order to adapt current condition at many levels and perspectives.For the reason that I'm now engaged in the first line of exit-entry administration, the suggestions I conclude here should be more practical, and also should be a reference for present administration department.
