The party government is one of the major forms of the representative democracy in Western countries, and it has an important influence to the development of the Western democracy. Conceptually speaking, the party government is constituted by two factors, that is, government and party. Both the government and party are at the cross point of state and society, bureaucratic institutions and the democratic regimes. Therefore, the different models of the party government, that is, the different game relations between the party and government, will inevitably reflect the tension between nation and society. With the relations between nation and society further adjusting, the pluralism governance has become the main concept of contemporary state. In pluralism governance, the government will change from a single ruling principal to multiple governance and community autonomy, or from the way of top-down diktat into the cooperation relations with equal consultation and two-way interactive. Meanwhile, the party gradually integrates to the nation from the bridge between the state and community, and its representative function gradually weakens, which causes the people to question the legitimacy of the party government. This paper attempts to study the changes of legitimacy of the party government in pluralism governance, and draw some enlightenment to the standardization of government-party relationships in China.This paper is divided into four parts. Introduction: This part mainly accounts for the origin of the problem in legitimacy of the party government, and the research methodologies of this paper, namely a balance paradigm of structure functionalism.Part I: Beginning with the concepts, this paper explains the party government and the legitimacy first, and then introduces the operation features of the early party government.Part II: The paper analyzes the reasons for the legitimacy changing of the party government in pluralism governance from two aspects. First, the paper introduces the raising and content of the governance, and analyzes the positive response to the pluralism governance from government. Then it introduces the historical path of parties'evolution, and points that the evolution trend of the parties is the important reason for causing the legitimacy problem of the party government. The paper also sums the legitimacy changing of the party government, and believes that the legitimacy changing of the party government in pluralism governance embodies in the changing trends from party-dependent government to government-dependent government. And at the same time, the party governmentness has become more and more obvious.Part III: Give a process analysis of the legitimacy changing of the party government. The framework for analysis in this part uses the analysis structure from Comparative Politics : System, Process and Policy by Gabriel . Almond and G.Bingham.Powell. The operation process of the party government is divided into three levels to study, that is, the system, the process and policy level. The system of the party government includes the socialization and positions appointments of the Prime Minister or party. The process includes the comparison between the party programme and the government policy, and between initiation and results. In the policy part, the paper mainly analyzes "party transactions" or "political patronage". Based on these analyses, the paper then explains the influences to Western democracy from the legitimacy changing of the party government.Partâ…£: This part sums some enlightenment to China on how to deal with government-party relationships. Although we can not copy the western political systems and the modes of government-party relationships, it is still worth for us to learn and study from the rational factors, such as, the concept of governance and legal concept which are embodied in the legitimacy changing of the west party government.
