It concerns how the public think about the government (or administrative department), the personnel's role,duty,and how to handle relation with administrative department and personnel of the government, and how to fulfill one's own administrative duty, etc.Administrative culture is an organic whole formed through close connection between a great deal of key elements. Among them administrative philosophy and administrative morals are some of the most important study fields in our country.
