Administrative culture refers to people's values about the administrative system, and the behavior pattern which administrative organizations and their members have and follow. The core is attitude,behavioral orientation,thinking way and values in administrative personnel's mental structure. It concerns how the public think about the government (or administrative department), the personnel's role,duty,and how to handle relation with administrative department and personnel of the government, and how to fulfill one's own administrative duty, etc.Administrative culture is an organic whole formed through close connection between a great deal of key elements. Among them administrative philosophy and administrative morals are some of the most important study fields in our country. This thesis studies the current situation and sets out from our country's present administrative culture, adhere to humanism and real example research approach, concentrating will carry on the discussion to the theory of the administrative culture in Singapore and practical experience from administrative philosophy and administrative morals visual angle. It mainly include three important respects in administrative culture: administrative ideal, administrative values and administrative moral.This thesis mainly includes three parts:Part I: To explain the Singaporean government's administrative ideal of building"good government"and analyze the administrative behavior of the people's doctrine of Singapore government..Partâ…¡:To describe the meaning of the administrative values in Singapore and Singaporean government's practice about that.Partâ…¢:To analyze Singapore morals administrative phenomenon of administrative moral concepts.
