The Narcotic Question In The Relationship Between The United States And Latin America After The Cold War

The narcotic question is a global question which the international society pays high attention now, and because the transnational drug smuggling and its crimes brought huge harm to the human society, thus various countries have all taken to attack the drug-related crime. Latin American, the so called"silver triangle", is one of the four biggest drug source areas in the world, and the USA is the biggest narcotic expense country in the world, moreover, the two countries are geographically close, therefore, the narcotic question in the relationship between the USA and Latin America have the typical nature in the world narcotic question.The narcotic question has a long history , since the 1980s, the question of drug abuse in the USA had grown from bad to worse. Under exterior demand stimulation, the narcotic production and smuggling in Latin American became more and more rampant, and the narcotics become an important question which affects the relationship between the USA and Latin America . In particular after the cold war, because of the influence on the international relations, the international security, the global narcotic trade as well as the American diplomacy made by the dramatic changing of international patterns , the status of the narcotic question has got promoted in the relationships between the USA and Latin America. Therefore, the narcotic question after the cold war also strongly provided an explanation to the complicated problem of drug between the international relations and the narcotic question. This text, through the research of the drug problem of the relationships between the USA and Latin America after the cold war, attempts to give an explicit explanation systematically about the process of conflict and cooperation in the narcotics question between the USA and Latin American, And to discuss the influence made by drug on the relationship between the USA and Latin America can further our understanding on the American diplomacy style, the global governance and the new changes of the relationship between the north and south after the cold war.The whole text is divided into four parts:The first part mainly analyse the reason of the sudden promotion of the drug problem in the relationship between the USA and Latin America after the cold war and point out that the drug problem is an old question in the relationship of the two parties, and its position has become more apparent after the cold war. This article believes that,since the cold war,the worldwide illegal drug trade floods;The rapid development of the globalization makes the drug smuggling more transnational, the harm of the drug smuggling has become even more difficult to deal with,and the situation of the war on drugs has become more stern, which badly needs the bilateral anti-drug cooperation. The changing of international situation causes the adjustment of the American diplomacy strategy,"the war on drugs"replaces"anti-communism"and becomes a new excuse for the USA to interfere Latin American's affairs.Besides the economic cooperation, the war on drugs becomes another important constituent of the relationship between the USA and Latin America.Since the cold war,having been"the low-level politics"and the main non-traditional security threat,the status of the drug problem highlights in the relationship between the USA and Latin America.The second part mainly provides particular history facts about the anti-drug cooperation between the United States and Latin American, points out the"9·11"event promoted the anti-drug cooperation between the United States and Latin America, and summs up the characteristics of the anti-drug cooperation between the United States and Latin America and analyses the impact of the anti-drug cooperation on the relationship between the United States and Latin American. The cooperation between the United States and Latin American countries is very close,the bilateral cooperation has a very wide range, including the chemical control, interdicting drug trade from water, air and road, combatting the money-laundering, eradicating drug crops and developping the alternative crops and other specific anti-drug operations,the judicial,economic, the military assistance and the massive manpower training plan the USA has provided for Latin American, signing different kinds of contracts on anti-drug, convening various ranks of conferences, the leader's visits and establishing special organizations for anti-drugs and so on. The anti-drug cooperation itself is the reflection of the development of the relationship between the USA and Latin-American. And it is also one of the most active aspects of the relationship, and greatly promotes the relationship between the USA and Latin America develop positively.The third part mainly analyses the conflicts about the narcotic question and its influence on their relationship. After the cold war the disputes on the anti-drug cooperation are mainly represented in the aspects of the responsibility of the drug abuse in the worldwide, the sovereignty, the anti-drug militarization,the economic substitution,the market opening and the American economic aid, extradition as well as narcotic culture and narcotic legalization and so on.Facing the disputes the disputes on the anti-drug cooperation,the USA adopts all sorts of hegemonist actions to Latin America, which arouses the Latin American nations'intense opposition, and finally creates tension and hostility between the USA and Latin America.In the conclusion, through the analysis of the historical facts of the anti-drug cooperation and conflicts between the two parties after the cold war,this article makes an evaluation about the drug problem in the relationship between the two parties after the cold war,and discusses such theoretical issues as the new changes of the relationship between the north and south after the cold war, the interdependent theory and the realism, the national sovereignty and the international intervention,the international anti-drug cooperation and the global governance, the national interest and the global benefit,the style of the American diplomatic policies toward Latin America, the style of the Latin American diplomatic policies toward the USA ,and the characteristics of the relationship between the USA and Latin America.
