Study On Legal Issues Of Interconnecion Supervision

With the coming of the information age, telecommunication industry has played a basic and predominant role in the service trade. Nowadays, people can't live a good life without telecommunication.Telecommunication has been considered as a natural monopolized industry which are regulated by the legislations of many countries.Interconnection which is the key point of telecommunication service has always been difficult to regulate. In 2000, the International Telecommunication Union report revealed that "at least 101 countries have established a system of interconnection supervision." Currently telecommunication has been experiencing a rapid development in China in the past 10 years, however, the status of the legality of telecommunication in China can't meet the requirement of rapid progress , especially , the absence of the interconnection supervision in the law leads to a destroy in the interconnection frequently .Telecommunication Regulation made by the State Council is the only ordinace about telecommunication in China.However, it is just an administrative law,not an act made by the National People's Congress.China has been preparing to make the anti-monopoly law and telecommunication law .Based on this background ,the paper puts forward some suggestion on the interconnection law-making.
