But the quality of China's official is personality traits which the state executive staff should have,which are requested from the relevant state laws and regulations . The natural factors (physical, age, etc.), psychological factors, morality, knowledge factors such as the ability to form relatively stable personality characteristics.With the gradual deepening of the reform of the administrative system, the call of establishment of a "service-oriented government" has been getting higher and higher .It is gradually becoming administrative theory of a new government .
