Just like President Mao Zedong said: The ideological and political work is the lifeline of all economic work. In the state-owned enterprises, the ideological and political work has managed to create a good environment for enterprise's production and reform, has provided political guarantee and the intelligence support. But with the trend of economic globalization become obviously day by day, China joined WTO as well as the reform of state-owned enterprise,the operating system transformation,the operating environment of state-owned enterprise will be undergoing tremendous and profound changes,the survival environment will be more complicated. Meanwhile,the Western ideology, the concepts continuously influnce our people's lifestyles,values.The traditional enterprise ideological and political work,such as its methods,contents displayed a various of unsuitabilities, need to improve and innovate urgently.Meanwhile,as a product of the modern enterprise management,corporate culture was introduced to China in the 1980s,has been paid growing attention. The corporate culture is looking for the survival and development of enterprises principle and resources. It manifests itself in the knowledge-based economy era as a kind of intellectual capital of the culture and productivity. The core competitiveness of enterprises has become an important factor, which is the most dynamic, most stable,most personality,most penetration, the most difficult to replicate by other competitors. Corporate culture has played an increasingly important role in the process of production and operation of enterprises, as well as increasing staff cohesiveness. Now,corporate culture has become an important part of the building of socialism culture. However, the corporate culture is deeply rooted in western culture, becuase of the special conditions,a new corporate culture must go through the localization process,finding a path of development suited to China's state-owned enterprises.The first part of this paper, based on a review of existing research results of predecessors,for example,the concept of ideological and political work and the corporate culture ,status of the relationship between the two. We know that under the new situation, in order to promote the smooth development of the work of two, we should relate the theory to practice, have a comprehensive and objective understanding of the relationship between the two. Then through exploring the commonalities and differences between ideological and political work and corporate culture in state-owned enterprises. The further research based on the reality and historical significance of their combination. The ways and means to achieve a combination of both work, the article focuses on the following two aspects: On one hand, corporate culture in state-owned enterprises can help to broaden the practice of ideological and political work; on the other hand, the advantages of political and ideological work can also help to guarantee the right direction and promote the building of corporate culture. How to mutually unify the traditional advantages of ideological and political work and corporate culture construction in state-owned enterprises, causes two to complement each other, integrate, eventually establish a new era of state-owned enterprises with specific competitive advantages are the problems we need to solve.Of course, the process of how to achieve a combination of both, there are still many difficulties and obstacles. This paper attempts to combine the theoretical and practical perspectives, take a successful case for example, try to explore the ways and means to promote the combination. Only in this way can eventually establish a new era of state-owned enterprises to become competitive edge. In order to achieve this aim, we need to solve specific problems. This involves a combination of both mechanisms, such as protection and incentive mechanisms and other issues.Before, there have been many articles in this research filed, analyze the differences and similarities between the ideological and political work and corporate culture construction in state-owned enterprises systematically, and on this basis the two should be combined has been agreed on. However, the majority of research papers are from a purely theoretical point of view. In this paper,the innovation lies in the combination of theory and practice. Through the use of case study proves that the feasibility and effectiveness of establishment between the ideological and political work and corporate culture in state-owned enterprises. Wish to provide the theoretical guidance and implementation reference in practise.
