The Study On The Construction Of Administrative Accountability System In China

Responsibility is the basic concept of democracy, also a system of public administration arrangements. Administrative accountability system, with powers to assume the responsibility of supervision and restraint of public power and accountability mechanisms, enable the government to firmly establish government departments and officials responsible for the high sense of responsibility and to translate them into policy, bring out the government innovation in real sense. Meanwhile, accountable government is a government of the people exercise democratic supervision over the activities of public management and control systems. Chief realization process is to good governance and democratization process.In recent years, China has put on the agenda of administrative accountability system, especially its development worthy of attention. It can be said that the implementation of the accountability system fully reflects the government to serve the public and governing for the purpose and in accordance with the law, strictly determination; it reflects the underlying concepts of sovereignty of the people and the responsibility of the government to enable the government to develop more sensitive to public opinion, respond positively to the demands of the public, and to preserve and enhance the government's credibility and legitimacy, coordination of the government and citizens interact. Accountability is becoming the lever, actuator for checks and balances to improve and optimize government management.Administrative accountability system experience in the theory and practice of promoting exploration more than four years, it has not been a new thing. At present, many local governments have enacted laws and regulations in the areas of administrative accountability, building a legal guarantee for the implementation of accountability. However, the promotion of administrative accountability system and its significance is not to investigate and deal with a number of officials, but construct an administrative rule-by-law government, establish a more transparent, more timely response to public and social responsibilities government through the control and supervision of power and the responsibility to effectively pursue, thereby carrying out the reform of China's political system, building socialist political civilization.As a new production of administrative system, accountability can make up for past shortcomings of responsibility system, help speed up the mold of responsible government, enable the executive authorities and its civil servants to perform their duties better, improve administrative efficiency and the quality of public service, truly become a servant of the people. To explore and improve administrative accountability system, this thesis force to study the value of practice, interpret the meaning of administrative accountability system as the logical starting point, conduct a systematic analysis of the meaning of responsibility and the executive responsibility, and thus define the concept of administrative accountability system. Accountability is the main view of the specific levels supervise and review the performance of government and executives who assume responsibility and obligation, in accordance with legal procedures to not properly perform or not perform administrative duties; they will be punished in accordance with its responsibilities as a system standard. Complete set of administrative accountability mechanism should include the following main elements: accountability, accountability object, the scope of accountability, accountability procedures, the accountability and responsibility of the responsibility system. Meanwhile in order to have a more thorough understanding of administrative accountability system, the authors conduct a comparative analysis of the administrative accountability system and related concepts to better grasp the meaning, such as political accountability, the Principal Officials accountability, democratic accountability, chief executive accountability system, take the blame and resign, ect. Then this thesis thoroughly analyzed the implementation of administrative difficulties and the need for accountability. Chief implementation of the accountability system is not accidental; it has the value of a profound aspirations and significance to the construction of Chinese government itself. However, as China is in a period of social transition, the political system defects result from the implementation of the accountability system for many administrative constraints. For instance, the ambiguous responsibilities of administrative system result in blurred accountability standards; Lack of accountability of principal and authority accountability is weak; lack of strict standards of accountability, the operation unfairly open; no uniform rules of accountability, accountability greater flexibility, difficult to achieve accountability law; take the blame and resign use should be further standardized; the adverse impact to implementation of the accountability system caused by restructuring the administrative environment. Accordingly, the author expounds in three aspects --- strengthening administrative ethics education, the building of a new administrative culture, building administrative accountability protected by law, improving the administrative system of accountability in the political environment, as a top priority of the accountability system operable, try to find an effective way to improve the accountability system.From the establishment of a system to improve can't be completed overnight. Here, we must stress that the underlying values of accountability construction is to prevent, not to punish. System is only a means; the basic aim was to "use their power for the people, the people's interests, and emotional ties "goals. Good in the first place does not mean that the success of reform, which has been proven by numerous facts, but if we strive to step, the more recent success will be strong and bring accountability to a higher level as well.It can be said that if we want to establish administrative accountability system which embodies the principle of democracy, it is necessary to formulate relevant laws and norms, still need to rely on the country's political structure, political and cultural atmosphere, and the continuous improvement of systems and operational procedures and sound. On the current political environment, building much of the administrative accountability system is rather hard work. But, after all, administrative accountability has been propelled from case to the standards, and achieved some success.
