In the political market, if avail of economic benefit effects the action of owners of the private enterprises and the government, we can find some factors which make owners of the privat enterprises to participate in the politics as the "Economic Man".Chapter IV mainly shows two kinds of completely different phenomena in the political participation of owers of the private enterprises, there are the insufficient political participation and the out-of-order political participation.
