The Revolution of 1911 overthrew the Qing Dynasty's feudal monarchy and established the ROC. As the Republic was established, the Revolutionary Party and some original constitution faction proposed their political project and found political parties to wrest political power, in order to achieve their own political ideas. Song Jiaoren was an outstanding one of the political figures. He was the pioneer of the idea of constitutional democracy, including party government, responsibility cabinet and the separation of powers into three parts. In his short life, he was committed to achieving a Western-style parliamentary system in China. He established the KMT to achieve his ideality until sacrificed his young life.However, Song Jiaoren is a controversial figure, the problem is that if his concept of constitutional democracy and the parliamentary system is incomplete or disaccord with history. This raises another problem how to estimate the historical location of Song. This is the theme to be explored by this paper. This full text is divided into four chapters. Chapter 1: The origin of parliamentary politics in China and the formation of a democratic constitutional thinking of Song. Chapter 2: Through several laws drafted by song, analyze the main ideas of his constitutional democracy. Chapter 3: The main part of this paper, including Song's model in the design of China's parliament and the efforts made by him to practice it. Chapter 4: This part is the analysis and evaluation of the parliamentary system designed by Song. The conclusion is the attempt to evaluate the historical status of Song Jiaoren.
