Since late seventies of 20th century, a bureaucratic reform which focused on marketing was developed in the western countries, and it is still going on ever since nineties of the last century. The backgrounds of the bureaucratic reform include the Globalization, the challenges faced with the public management and the difficulties faced with the bureaucracy itself. Public Choice and the New Managerialism are the theories which the bureaucratic reform mainly based on. The western countries have gained some success through the bureaucratic reform and in some degree the governments have become healthier than before. But it still has a long way to go for the countries that practice the bureaucratic reform, for the measures which the western countries adopted are not well enough to solve all difficulties faced with bureaucratic organizations. The dissertation aims at exploring the successes and the defects of the bureaucratic reform through analyzing the background of the reform, the theories which the bureaucratic reform based on and the main contents of the reform. At last, I give advice to the bureaucratic reform in our country.The whole dissertation include two parts, of which the first is the preface and the second is the body part that embracing four chapters.Chapter one mainly analyzes the background of the bureaucratic reform in the western countries, and it includes the Globalization, the challenges faced with the public management and the defects of the bureaucracy itself.Chapter two explains the theoretic basis of bureaucratic reform. It mainly includes two theories, which are Public Choice and the New Managerialism. In addition, there are other theories that play important role in the bureaucratic reform such as the Theory of the Transaction Cost, the Theory of Trust and Agent, the Theory of DeregulationChapter three focuses on the main contents of the bureaucratic reform in the western countries. The bureaucratic reform involves all aspects of bureaucratic system, and it mainly concerns the reconstruction of relationship between the bureaucratic system and the Politics System, the reform of relationship between the bureaucratic system and the society, and the reform of the bureaucratic system itself.Chapter four mainly gives some analyses to the bureaucratic reform in the western countries and points out the successes and the defects of the reform, and thengives advice to the bureaucratic reform in our country. The success of the reform is that it improves the functions of the bureaucracy such as the efficiency and the adaptation of the bureaucratic system, but it also has many defects which halter the way of the reform. In general, the bureaucratic reform in the western countries does not fully escape from the traditional bureaucratic system and it has many characters of the traditional bureaucratic system which is still important in the public organizations.
