| Law execution away from the spot is a kind of law execution adopted by traffic police department when executing the power of administrating traffic security. It is a way of administrating traffic through modern scientific means to record some traffic lawbreaking behaviors, such as photographing them by electronic camera and saving them by computer information system, and then punishes those misbehaviors in future. As the application of the mode of traffic law execution away from the spot is on the preliminary phase, it is significant for the theoretic and practical development of Administrative Law to deeply study relevant administrative legal problems. This thesis mainly researches on the relevant theoretic and practical legal problems of law execution away from the spot from the angle of Administrative Law.The first chapter of the text demonstrates the basic meaning and legal characteristics of law execution away from the spot, definitudes relevant conceptions and analyzes the validity of this mode. The second chapter analyzes system values of this mode, which includes the important legal values to secure the traffic order, cultivate the legal culture of rightful traffic and increase the administrative efficiency of department in charge. The third chapter analyzes some existent problems in traffic law execution away from the spot from the legal and practical angel. In legal angel those problems include the deficiency and dilemmas of legislation, law-execution and justice, among which the validity and rationality of executive behaviors is most important. In practical angel those problems mainly include the disadvantages of law execution environment, law execution supervision, traffic establishment and scientific means. The fourth chapter brings forth relevant resolutions for those problems in traffic law execution away from the spot, and draws relevant consideration and suggestions to improve traffic law execution away from the spot of our country.
