| Along with unceasing development of the socialist market economy, and unceasing extension of the operating scale in our country, it is too hard to develop production and extend operation successfully for many enterprises and individuals just rely on their own property, so a great need for financing created. From the current security practice in our country, we can find that real estate is the main financing source to enterprises, however, a mass of chattels are just laid idle, and we haven't made full use of them. This phenomenon has affected the smooth development of credit financing market. To establish an efficient registration system of real right for security, will introduce more transactions into financing market. The system can avoid that financing depends on real estate mortgage excessively. And it will promote financing in order to alleviate financial difficulties of enterprises, especially the small enterprises. Therefore, the system has a high value both in theory and in reality.This thesis is divided into six parts totally, among them, the third, fourth and fifth parts are major points.In the first part the author puts the upholstery by the elementary theory of real right for security and its publicity method. The second part discusses the relationship between registration system of real right for security and financing market. The author makes sure of the system's importance by analyzing its effect on small enterprises, financing market and financing companies. The third part focuses on the system's shortages in our country by analyzing register office, applicant, procedure and fee, and so on. The fourth part sets the United States and Canada as examples and introduces international experience in legislation and practice. The experience will help us to improve and perfect our registration system. In the fifth part, based on the two forward parts, the author makes the suggestion that modern electronic registration system should be established. The sixth part is an outlook to the foreground of electronic registration system. And we can find that it is the trend for the system to register by computer and network.With studying advanced experience of western countries and analyzing our own shortages, the author tries to use the method of comparative law to make the suggestion that modern electronic registration system should be established.
