Abstract/Summary:
The intellectual plays an significant role in the contemporary society's development. This paper reviews the revolution of China's intellectual policy (1978~2005).It also explores the law/rule and inherent logic of this change/revolution. And it aims to give some pertinent suggestions to the adjustment and development of China's intellectual policy in the 21th century.In Chapter one, the paper first narrates the origin of the study: the importance of intellectual policy and some problems in China's intellectual policy. It explains the purpose and significance of the study on the basis of its stresses. Then the paper defines the main concepts, review the former research into intellectual policy, and describes its current status. This provides a good foundation for the following study. Last the paper explains the methods and frame of this study.In Chapter two, the paper expatiates the formation of China's intellectual policy of "Showing Respect for Knowledge and Talent". The policy is based on the fact that the Intellectuals are part of the working class. The main purposes of the policy are to advance the intellectuals' status, to create a social environment of equality and respect for the intellectuals to exert their abilities and wisdom, by bringing order out of chaos and implementing various intellectual policies.Chapter three is about China's intellectual policy of "developing the country on Science and Education, making the country powerful on talents". The policy is made on the theory that intellectuals are the pioneers of advanced productivity. Its primary aims are to further enhance the social status of intellectuals, and to provide the developing drive for the improvement of China's comprehensive national power. Moreover, during the course of implement the policy, our government enriched the connotation and denotation of the concept of intellectuals, and it infuses new vitality into the intellectual work in our country.Chapter four gives China's intellectual policies a horizontal analysis with an inventive analytic frame on the longitudinal historical evolution of the policies. On one hand, the paper, from the static point of view, researches into the contents of China's intellectual policy, analyses its text, and probes the relationship among the government, the intellectual and social environment. One the other hand, it analyses the establishment of the intellectual policy from the dynamic point of view, and finds a series of problems in the policy-making and implementation of China's intellectual policy.Chapter five begins with a description of the new changes of China's intellectuals in the knowledge-based economy, especially those of the intellectuals in colleges and universities. Because of the problems in the policy and the inherent conflicts in the intellectuals, our government has to adjust its intellectual policy to establish a harmonious and innovation-oriented society. Based on the analysis above, the paper gives some suggestions to the adjustment and development of China's intellectual policy in the 21st century.
