| This article tries to establish a relationship between theadministrative organ and the people who helps to protect the publicinterest when it is in need. Since the basic issue of administrativelaw is the problem of power and right, how to protect the citizen'sright becomes the most vital problem of all.It is always the case that the people who helps theadministrative organ to enforce the law of his own accord gets lossand there is no remedy for them to get recovered. Apparently this isagainst the aims of modern law society.So this article draws the theory of civil law into theadministrative law to handle the case. In order to do this, therelationship between the administrative organ and the people mustbe something like debtor and creditor. Both sides have to obey therule and meet liabilities.Establishing such a relationship between the administrativeorgan and the people does good to making a harmony in the modernsociety. It also helps to inspect the enforcing of the administrativeorgan, achieve the justice of modern law. |
