System of exemption from application is a special important component of anti-monopoly law.In a general sense, it means that some associating or single actions restricting competition, will exempted from the antitrust law, provided such actions comply with the provisions of legal exemption,although such actions violate the prohibiting provisions of the antitrust law in the form. The antitrust exemption is a common system of antitrust laws in the countries of the world.In this graduate paper, first, the author expounds that underlying theory of exemptions for anti-trust. Second, the author makes a comparison on exemptions for anti-trust among the U.S, Japan, Germany and European Common Community. Based on the analysis, the author puts forward to her suggestions on exemptions for anti-trust.
