Nowadays, knowledge and technology are developing fast, this generation of knowledge and economics is also a time of competition between people. Human Resources is now the core element for increasing competitiveness in the society today, it is also an important element in the further development of the politics and the society of a country.Since the establishment of the government of Macao SAR, it has been improving its administration process continuously and there have been obvious changes, however, the government is still very young and lacking experience. Facing the new and fast changing development today, in terms of its public administration's human resources, although the trainings have been improved, the old idea still exists, therefore, people are facing the paradox between the new training system and the old ideas. These paradoxes only cause existing problems to be deepened and accumulated. Therefore, it is important for the government to set up a better training system, to pay more attention to the effect and flexibility of the trainings, to increase the quality of the trainers, to encourage civil servants to learn more by themselves, to establish flexibility in terms of planning, to modify the present concepts and thoughts of staff and to adjust the promotion system, in order to create more people with abilities.In order to cope with the government's political direction - increasing knowledge and skills, enhancing the people's political consciousness and promoting team spirit -to establish a society of higher quality, aside from improving the management and administration process, the persistence in human resources training is also an important element. Human resources training for public administrator is a continuous job. It is only by using effective evaluation procedures according to the job requirements and performance of the civil servant that the overall quality of the workforce can be observed and the best result be seen.
