The Research On The Operating Mechanism Of Deliberative Democracy

This thesis briefly introduces the theory of deliberative democracy sourced from Western countries, and in combination with the present system of multi-party cooperation and political consultation with deliberative democracy characteristics in China, it thoroughly discusses and explores the practice of endemic deliberative democracy in our country, taking democratic political corporation mechanism of Jiu San Society. Municipal Jiu San Society Committee of Changsha as the study case. This paper consists of four parts and the main content of every portion is as follows:The first part makes brief introduction of the social background, academic background, as well as the state of study object, which are studied in the thesis: (1) elaborates why our government choose the multi-party cooperation and political consultation system with deliberative democracy characteristics; (2) gives the synopses about the emergence, development and the present research conditions, both at home and abroad, of deliberative democracy theory; (3) briefly introduces the study object, Municipal Jiu San Society Committee of Changsha, on a whole.Next, the second part explains and dissects the basic principles as well as the concrete flow of the consultative democratic mechanism: (1) elaborates the basic contents of the practice, including discussing government affairs, democratic supervision and social service; (2)illustrates the principles of the practice followed by Municipal Jiu San Society Committee of Changsha, including the principle of cooperation and mutual support, principle of seeking common ground while putting aside differences so as to strive for common development, principle of collective leadership and power centralization; (3) expounds the process of the consultative democratic practice carried by Municipal Jiu San Society Committee of Changsha, including internal consultation flow and external consultation flow.And then, the third part presents the achievements and issues processing mechanism. It reflects two positive aspects, namely, accelerator of economy construction and lubricator of harmonious development in Changsha. Meanwhile, it analyzes three chief problems in the practice: the characteristics of the organization of Jiu San Society are not prominent; the self-construction of it is not consummate; the external condition for its participation in consultative democratic practice is not sufficient.
