China has a vast territory, a sizable nationality and is a socialism country. The western part of China is mainly inhabited by ethnic minorities whose ratio of the minorities' population to the whole country is 8.04%. Compared with 9.6 million square kilometers of the country, the ethnic region has 6.12 million square kilometers, it takes up 64.3%. Meanwhile, the ethnic region is abundant in natural resources and is plentiful in products. It occupies a very high strategy rank in China. The western region once was an important cradle of the Chinese nation and the economic and cultural center countrywide, but gradually it lost its original dominant position during the historical changes. When comparing the prosperous eastern regions of China, the disparity between the two areas has been widening in recent years.By implementing the Western Region Development of China policy, there will be significant results which can safeguard the unity of the motherland, preserve social stability and security under the new situation, narrow down the gap between eastern and western China, strengthen the unity of all the ethnic groups, and realize common development for all nationalities. In terms of the development for the nation, the essence of implementing the policy of developing the western region is to develop the ethnic regions that are in western China. In order to carry this out successfully, the question is whether or not to give a sound circumstance which everything is ruled by law and has an adequate legal system, namely, the administrative law needed to take an active part in the process of developing. The chief party to implement the aforemention is the government who plays a leading role, and the most important aspects of managing state affairs according to law is to do administrative affairs within the limits of common laws. Therefore, it is an inevitable choice to rule the government's administrative action, protect the lawful rights and interests for the administrative objects, and ensure enforcement of every policy and measure. While the western ethnic regions, overall, most of them are located at these remote areas. Factors such as the imbalance of the social development, the weak economic base, the underdeveloped educational system, the environmental legal system undermines the developmental process of the west, and the ethnic groups' religious beliefs and values which are formed in a long period of time. Their political and cultural lives strongly affected the administrative action, and then it causes the social structure to become more complicated in the western areas. Therefore, it seems more important to consider how to reinforce the construction for the administrative legal system during the process of implementing the Western Region Development of China, and then to go a step further in ruling the government's administrative action and to adjust and improve the administrative system. Tentatively, this essay tries to probe the issues of how to realize the modernization of the administrative legal system. It includes 4 parts:Part I starts with discussing the western ethnic regions in regards to its geographic position, population, resource and economic development, and then talks over the importance of the western ethnic regions.
