Study On Lack And Cure Of The Commonality Of Public Admininstration In China

Commonality is an important tool of analyzing the action of government, while the study on the value of commonality of public administration is helpful for the both making and carrying on the policy. As China is in reforming its system of public administration and building the public services oriented government, it is quite meaningful to study on the connotation and actuality of commonality under the very special situation and system, discussing the developing of commonality in China, and getting a series of phenomenon lacking of commonality such as the failure of government and abuse of power. To cure the commonality of public administration, the article is also seeking some solutions including setting the concept of serving for the public, building the participative nation, the concept and system of ruling by law in civil society as well.
