| Forest resources are vital material goods for human being's existence and development. Along with the boom of the population and development of society, the damages in forest are getting worse. At present, the forest ecological community has been worse by the decrease in forest area, desertification, soil erosion, huge damage of biodiversity, the severe shortage in forest resources, particularly in wood resources, which has destructed to the economy and society. To prevent the pollution, hinder damage, avoid waste and other exploitation, protect and improve the forest ecological community have been the urge difficult of task. We need to flame an irrational legal system to regulate the exploitation. The present forest legal system is not enough to meet the construction in forest. Therefore, we must perfect the legal system to adjust itself in new environment.From the angle of view of the value orientation in forest resources control, On the base of concluding the drawbacks and conflicts in the present legal system in forest, the author puts forward to the some suggests to improve and perfect it.
