On Legislation For Cycle Economy

Cycle economy, as an effective development mode to balance economy growth, social development and environmental protection, would be China's choice in future social and economic developments. This article tends to generate opinions and suggestions on recycling economy legislation construction through analyzing necessity, current situation, concept and principles of legislations for cycle economy.The necessity of legislation for recycling economy is addressed in the first place, as a measure to secure the development of cycle economy, to break the traditional ideology on environment administrations, to perfect current legislation system, and to face international competitions. Cycle economy legislation concept developments come right after. Based upon comments on other researchers'legislation opinions, I have come up with my own understandings as follows. Firstly, cycle economy's concept is sustainable development, including contents like"green","clean","zoology", and"value"as indispensable parts. Secondly, principles of cycle economy legislation, referred to as 3R principles, are addressed, which includes"manufacturer responsibility"principle, sustainable development principle,"consumer responsibility"principle, and"state responsibility"principle. Regarding choice on cycle economy legislation modes, two foreign modes are introduced accordingly, to conclude that China has chose the mode that suits us, that is, to have special laws first and basic law comes when ready. Finally, my own opinions are developed on China's cycle economy legislation through two dimensions. Horizontally I analyze by production segmentations, which are agriculture, industry, service, aiming to cover all segments of national economy. Vertically I analyze by different levels of cycle economy legislation implementations, which include zoological park, zoological city and zoological province, aiming to cover all levels of implementations. Network formed by horizontal and vertical analysis are to promote the overall development of China's cycle economy.
