The Effectiveness-based Strategic Study Method For The Weapons And Equipments Development

As an important part of military strategy, the weapons and equipments development (WED) plays a key role in the process of forming the army's battle effectiveness, in order to help the government makes the right strategic decision and supply the army with plenteous material, we must have scientific method to guide the strategy studying for WED. After researching the exited method, and on the basis of Effectiveness-based operation, this paper brings forward the Effectiveness-based Strategic Study Method for the WED.Firstly, the paper analyzes the advantages and disadvantages of the exited method, after analyzing the combination between strategy of WED and other fields, the paper puts forward a new method for the strategy studying of WED.Secondly, the paper introduces the concept of strategy environment assessment (SEA) into the strategic studying for WED, and makes an in-depth research on how to put the SEA for WED in practice. On the basis of assessing results, the paper improves the SWOT analysis method.Thirdly, the paper studies the important role of strategic requirements of WED in the constructing process of weapons and equipments system; the paper also aims at the realistic limitations in strategic requirements analyzing for weapons and equipments development, and points out some improved measures. On the basis of Requirement Generation System (RGS), the paper brings forward the conception of alternative requirement analyze method, and studies the function of the new method in-depth.Fourthly, on the basis of SEA for WED and strategic requirement analyze (SRA), and combining the advantages and disadvantages of exited methods, the paper puts forward the Effectiveness-based strategic study method for the weapons and equipments development in oppositional environment, and makes a relevant model. Finally, the paper validates the rationality of the new method through an idiographic example.In the end, the paper sums up the main innovation of the article and points out the problems to be further studied.
