Development is the essential attribute of all material in the world, as well as the essential condition for systems to realize a newer and higher level of harmony. As for a country, the theory to instruct development during the course of developing is very important, that is, if there is a kind of development theory, there will be a certain kind of corresponding development. The new China is gradually developing from a small, immature and incomprehensive country to a large, mature and comprehensive one, and during the process, China' s most representative development theory is Deng Xiaoping's Development Theory and the Concept of Scientific Development.There are rich contents and integrate logic in Deng Xiaoping's Development Theory, which successfully solved the development difficulties China faced during "the Great Cultural Revolution", obtained outstanding achievements and so shocked the whole world. However, after more than 20 years of development, China's development has obtained great achievements and correspondingly has a series of new contradictions and problems. In view of this, the Central Party Committee proposed the humanist, comprehensive, coordinated, and sustainable " Concept of Scientific Development", which ,like Deng Xiaoping' s Development Theory , is a scientific system that contains rich connotation and profound theory .And its proposal is another leap of China's development theory. According to the comparison of the backgrounds and main contents between the two development theories, we can conclude that there exists historical inheritance and strategic transformation relations between them. Comparing the two development theories can not only help to grasp and implement the Concept of Scientific Development, but also offer more scientific theoretical direction to China's development.
