Social exams are carried by the educational-examination testing and evaluating institution according to the demands of the market, which is authorized to be self-developing, self-managing with poverty right. The prosperity of the social exams results from the development and the optimization of the market economy. Therefore, social exams can be operated in accordance with the rules of the market economy. To some degree, the nature of the social exam institution is equivalent to that of a big enterprise in the exam market, in which the exam projects are its products, while the examinees and the employing units are its customers. Therefore, the exam institution and its members are expected to establish the market consciousness, and operate in accordance with the market rules.With the arrival of the neo-economy ages, image has increasingly become one of the decisive factors for the existence and development of an organization. It's become inevitable trend for the historical development that image is the most decisive.
