At present, a series of international treaties and regional treaties on intellectual property formed the international IPR protection system in the international area of the protection of intellectual property. This system is based on the principle of National Treatment, the principle of Independent Protection and the principle of Minimum Protection.The principle of National Treatment established in the field of international protection of intellectual property rights is of epoch-making significance, it allows States Parties to the Treaty undertake the following treaty obligations : to comply with the legal provisions of States intellectual property rights of nationals of other States parties to recognize and protect intellectual property rights.If the principle of National Treatment of intellectual property rights is a party to international treaties impose international obligations, then ,by contrast, the principle of Protection of the Independence of States Parties to the Treaty is right. According to the principle of treaty obligations by States parties under the protection of foreign intellectual property rights, but the degree of protection and the protection of specific rights of States under the scope of the law.
