The report of"The Future of the WTO: Addressing institutional challenges in the new millennium"was made in January, 2005. The report has produced a sudden reaction in the political circles, business circles and academic circles. The report discusses the main problems that exist in the system of WTO in nine chapters. Based on the report, the paper summarizes the experts'prospect of the future of the WTO, carries on the background research and the theories analysis, and then trys to sort and unscramble the future of the WTO overall in a macro view.Chapter 1 is"The Trade Liberalization". The WTO and globalizations have the interactive relation of cause and effect with each other.Responding the criticism to the globalization, the report says that open trade isn't the threat of human rights, and that freer trade isn't driven by the corporate interest only and it won't hit the interests of the poor etc.. The debate of the liberalism and the protectionism is the focus of the problem. The author gives a brief outline of the developing history of the liberalism and the protectionism, analyzes to the skeptical even negative opinions, and points out that the WTO doesn't express the complete approvel or opposite to the liberalism and the protectionism. The trade liberalization isn't the reason of the problem, and it should be insisted firmly on the contrary. But the mechanism of fair competiton should be optimized, such as the safeguard, the anti-dumping duty and the anti-subsidy duty.Chapter 2 is"Discrimination". Discrimination is the basic principle of the WTO, and there are two exceptions in the WTO Agreement, that is the PTAs and the S&D treatment. For the former, the PTAs weaken the impact of the discrimination, so it is called as the"spaghetti bowl". The trade diversion can result in aggravation of the protection of the trade.
