Innovation, as well as development, is the eternal subject in human society.Beginning with the relationship between scientific development and county territory economic society, this paper points out that implementation of scientific development is essential for county territory economic development. By analyzing the examples of scientific development fulfillment in Yongan, we conclude that effective implementation of the scientific development at the grassroots level demands mechanism safeguards. That is, the government should have the innovation in management system.Chapter One expounds the origin and connotation of scientific development, analyzes the difficulties and problems that arise in the county territory economic society development, and proves that implementation of scientific development is essential for county territory economic development.As for Yongan, whose successful experiences should be acknowledged, Chapter Two indicates the city's disharmonies with scientific development during its progress and probes into the reasons. The roots are as follows: imprecise government function localization, imperfect policy-making system, insufficient effective surveillance mechanism, unreasonable cadre achievement assessment system, ineffective cadre selection and appointment system. To solve these problems effectively, we shall require mechanism support.By discussing from concretes to generals, Chapter Three points out that innovation of county level government management system is a prerequisite to implementation of scientific development at the grassroots level. Covered here is the innovation of government system in responsibility, policy-making, monitoring, cadre achievement assessment and cadre selection and appointment.
