The e-B/L issues emerge along with the development of shipping technology and electronic commerce. As the product of shipping and electronic commerce, the e-B/L starts guiding the shipping industry development. Enormous impact appears in the promoted process to the traditional trade convention, and a series of legal issues has initiated. The e-B/L has become the focus among the various countries and relevant trade organizations.With the appearance of the e-B/L rules such as SeaDocs and CMI1990, paperless shipping is beyond close at hand. But immediately afterwards, the e-B/L promotion appears is beset with difficulties. This article hereinafter will, based on the fundamental research to the e-B/L in the foundation, analyze the legislation effort and legal practice in the e-B/L in order to put forward the practical and feasible legislation proposal by discussing the reason why the e-B/L is unable to be promoted massively.This article embarks from the traditional type of B/L and the influence caused the electronic data exchange towards the traditional B/L, and limits the concepts of e-B/L. The author indicates the producing inevitability in the e-B/L by analyzing the traditional B/L. The e-B/L follows the operation regulations of the traditional B/L, and carries on the transmission by the computer communication way about the marine goods traffic electronic data. It is the product of the computer and the electronic communications technology and also the product of the modern shipping and the electronic data. Comparing with the traditional type, the e-B/L is advanced in security, accuracy, and high efficiency. These superiority of e-B/L correspond the existed shortcoming of the traditional B/L, which enable the people to see the hope when sinking into the difficult position in the traditional B/L system. In fact, due to the fact that the e-B/L can maintain both bill of document and improve the B/L system reform, the B/L historical development becomes necessary.This article has thoroughly analyzed the legislation efforts of various countries and the relevant international organization, and points out that benefiting from"the...
