In the last few years, with the proposition of scientific development view and correct merit rating view, the merit system has attracted worldwide attention. The reasonable and scientific assessment of the civil servants' performance is the basis for the government's decision making, and it is also an important method of optimizing the civil servants and enhancing the government's efficiency. But still there are many flaws in this merit system as well as in the system design theoretically and practically for it is still at the newly established stage in China.The economic restructuring and administration system reform are going forward, and the merit-rating plan exposes more and more malpractice day by day. Obviously, the theoretical and practical problems existed needs to be solved urgently in our country's merit-rating plan.Based on this, this thesis firstly explores the meaning, characteristics and the theoretical basis of the merit system, and brings forward the design requirement of the modern merit system's index combined with the modern administration system.Secondly, this thesis reviews and analyzes the ancient Chinese official examination and assessment system in longitudinal angle. Learned from history and the new situation, we should take its essence, but abandon its dregs.Thirdly, it carries on analysis on the western developed countries' merit system horizontally so as to absorb and profit from their positive experience.Last but not least, based on the current existing problems in view of our country's old merit system design and its practice, some countermeasures and suggestions are raised in terms of system, method and inspiriting mechanism in the thesis. Meanwhile, some advanced management theories and methods are introduced to make the merit system scientific, reasonable and standardized.
