In a harmonious society, people is the foundation, so everyone should be respected, cherished and guaranteed equally. Comparatively speaking,guaranting the disadvantaged is of urgent immediate significance. On the basis of analyzing their development,features,components and forming reasons, this thesis deplores the peculiarity of these people in china it also provides some practical suggestions on how to protect their rights and interests and build a safe social system.The disadvantaged is a universal, developmental and relative group. They exist in any society and change along with the development of society. Compared with those in advantage position, some people gradually become disadvantaged in the increasingly harsh competition, because of the limit of their own physiology, social structure and environment.
