Recycle economy is an important product of sustainable development. Recycle Economy demands public participation belonged into its legal system, in order to let it run with a kind of"order according into justice". Public participation on legal meaning has double value: justice and order, which responds on the legal demands of recycle economy. The nature of public goods of resource decides that every person is interest in recycle economy. The essential of public participation in recycle economy is that the public have the right to saying in decision-making of the reducing, reusing and recycling of resource. Public participation in recycle economy means not only green consumption, but also the participation in decision-making of technology and resource.Public participation in recycle economy needs the activity of three important bodies: government, enterprise and public. The inter-action of the three bodies is essentially communication.
