A Study On The Capital Construction Administration In The Army Directly Subordinate The General Military Equipment Department

The administration of the Capital Construction Projects is an essential point for the military equipment system reform in the army. In one hand, with the fast development of national economy and the building up of some special projects such as Manned Space Capsule, the scientific research and experiment on military equipment is in a good state, consequently, the construction tasks of the General Military Equipment Department get heavier and heavier. In another hand, as the mainly organizer, administrator and responsible personnel, the Construction Unit, that is, the Item Proprietor, has got its leadership in the capital construction management, and with the establishment of market economy and the forming of architecture market system of our country, the administration of capital construction has been standardized and legalized. Its significance of popularizing, along with the concrete applying in the army is expounded too.Based on the investigation at the relevant site and the argumentation of the topic of intensifying the administration the capital construction, the problems in the system of administration at the present time are explored, as well as the capability research on the reform of capital construction administration in the Army Directly Subordinate the General Military Equipment Department. In addition to it, the direction of reform and development in the administration system of capital construction in the army is aroused in this paper.
