Letters and Calls play an irreplaceable role in seeing what is a citizen's affection and needs, closing the blood tie between CCP and government and citizens, broadly hearing what citizens'expression on a certain matter, pushing forward the establishment of socialism democracy & politics, exercising supervisory from citizens, and making CCP's influences physically in good condition.However, at the time setting up an office to receive letters and calls, the work efficiency evaluation system is not sound and complete. Specifically at current stage, all existing systems are remodeling and the interests to different groups of people are to be readjusted, disputes are to be arisen massively. Existing efficiency evaluation system failed to place pressures onto local governments and their offices (institutions) to appropriately solve the problems from complaint letters and calls, which are not to settle disputes in time and make this society unstable.The newly-revised Regulation for Receptions of Letters and Calls has several new working routines to follow, and also has some significant breakthroughs in principles, systems, procedures and legislation. Except that it states that a reception for letters and calls shall be settled appropriately by three offices of different government levels, it is the first time to define that the efficiency evaluation system for receptions of letters and calls shall be a component of evaluation system for government public servants and officials. This definition is a newly-added requirement to establish efficiency evaluation system for receptions of letters and calls for government at all levels, and also the legislative foundation and base of theory to examine the efficiency evaluation system for receptions of letters and calls.Establishment of efficiency evaluation system for letters and calls will definitely help government and offices at all levels better shooting actual troubles arisen out of wok and lives of the masses, further guaranteeing citizens'rights to by law and in good order participate in government and political affairs, to express their wishes and wills, and to guide citizens to pay... |
