| The 16th National Congress of the Chinese Communist Party once again reported that establishing and improving a social security system compatible with the level of economic development constitutes an important guarantee for social stability and long-term peace and order in the country. This not only mirrors the requirement that economy is to keep pace with society, but offers principled legal evidence for setting up a perfect social security system.The current military security system is an important part in national social security system, which gradually forms up in the process of long-term development and constructing practice. Basically, it used to meet the needs of soldiers'interests. However, with the further reform of socialistic market-oriented economic system, the traditional military social security system is confronted with a lot of new challenges. In system and in management some unreasonable problems have come up. Therefore, it is indispensable to study our military social security system, to analyze its defects and to probe into counter-measures of reforming and improving the military social security system, which is not only a specific step of strengthening national military social security system, but an important measure of protecting soldiers'rights and interests, raising military logistic construction level as well as facilitating national, military and social security and stability.To sum up, directed by military strategic principle in the new stage, based on a series of laws, statutes, policies and systems for strengthening national and military security reform, this paper suggests drawing successful lessons from foreign army, pondering the present situation of our army and exploring the inner rule of military social security system in new times. In conclusion, the writer advises improving military social security system and offers valuable theoretical reference for establishing and improving a military social security system with Chinese characteristics. |
