| 2005, the last year of China's tenth Five-Year Plan, was the key year in the construction of E-government affair. E-government affair ranks the first in the five applications of "information superhighway" advocated actively by the countries all over the world. Therefore, classified as of primary importance, the government affairs informationization is the guide of social informationization, and E-government affair is the necessity of the information-based social development. As the core of the systematic frame of the E-government affair, the information portal of government serves as a government website operation unit that provides service for social users, aiming at showing online images of government affairs and communicating with the outside. It undertakes the task of processing government's information as well as forming the value added information for the society. However, in the knowledge-driven economy era, information management has already been incompetent for such a task, since the starting point of the information management is to regard information as the data important to policy managing and policy making, and it functions through improving the applications of information technique and the levels of developing information resources by individuals and organizations, thereby achieving the improvement of working efficiency and quality, and giving play to the value of the information resources. The speeding updating of knowledge requires that governments should set up studying type organization to excavate and reorganize knowledge and achieve its sharing and creativity. Therefore, knowledge management is exactly the new management method in accordance with the government under the knowledge economy condition. Thereby, it is an irresistible trend to implement information management in government's information portal construction in the knowledge-driven economy era.Recent years have already seen great achievements in the construction of government's information portal. However, some questions exist at present. For instance: (1)The consciousness of " user's centre " has not yet been established ; (2) Contents of website service are not practicable; (3) The portal is departed from department's website, which forms " a detached island of information", etc. The existence of these questions makes the construction research of government's information portal become a hot subject. Through the analysis on the current situation of government's information portal website, this paper suggests that implementing knowledge management is the efficient way to solve current problems in E-government affairs.
