Report About Water-harvesting And It's Legal Problems In The Middle Zone Of Gansu Province

Water-harvesting is very old in the northwest of our country, where is drought and semidrought.men live there use water-harvesting to drink and feed the livestocks, at the same time , they also use it to irrigate the crops. We often pay respect to the technical problems and neglect the legal problems. The legal problems have restrained water-harvesting from take more effect, there are three problems:who is the owner of the harvesting-water, the harvesting-water can be changed or not , and why are the harvesting-well so dilapidated. To solve the first problem, we can find that the harvester should be the owner of the harvesting-water in the property law through the water loop. To solve the second problem, we also find that the harvesting-water can be changed in the market economy system — in other words, we can regard the harvesting-water as an anticle.To sovle the third problem, this thesis recommend that the best answer is to build an partnership enterprise, at last, we can gain an important yield to reform the water legal system, and the water legal system would be more perfect.
