The leaders in the party or government organizations, as the top administrative level of officials, are responsible for carrying out the party's policies to the people, play a decisive role in the development of a nation or organizations and have become the most important part of the human resources. Women leaders are an important part of the leaders, Cultivating and selecting women leaders, as a strategic object, has been brought into the governments' schedules in the world. It has been a key task for human resource management in public sectors how to scientifically and effectively develop women leaders in the party or government and how to enlarge its quantity and improve its quality. Limited researches on the sex in the public sectors have been performed. The potential obstacles of cultivating and selecting women leaders have seldom been systematically discussed in the field of organization, nor are the strategic researches on the cultivating and selecting women leaders.On the basis of plentiful literatures and data, the women leaders of section chief and above in the party or government organizations are investigated focusing on the concrete problems in the practice. Actualities of cultivating and selecting women leaders are analyzed and studied by means of combining theoretical analysis and practical analysis, comparing analysis, systematic analysis, induction, and deduction, based on the Marxism thought of women liberation, western feminism theory, human capital theory as well as system theory. The existent problems of cultivating and selecting women leaders are anatomized and the subjective and objective factors of restricting the women leaders' talent showing itself are put forward. Furthermore, developing women leaders candidates is systematically analyzed and studied from the view of gender. Based on the characteristics of women political participation, as well as Chinese actualities and the foreign experience of cultivating and selecting women leaders, with the government's support and women's active participation, a series of basic viewpoints and effective measures in the mechanism, policy and circumstance are brought forward to promote leaders optimization, to effectively employ and protect women leaders, to improve the efficiency of cultivating and selecting women leaders, to realize the political equality of sex and to build a sex harmonious political atmosphere.
