It is the main responsibility of the government in every country toconstruct e-government with network technologies so as to promotegovernmental working mode, and meanwhile make it possible for thegovernment to play a role of administration and service supplier moreeffectively. This article is focused on the difference between traditional governmentadministration and the government administration with e-government, and theadaptation of the government administrative function to a totally new role insociety. It is mainly divided into 3 parts: In the first and second chapter, we discuss the definition and history ofe-government, and the development of e-government in both China and foreigncountries. Moreover, we further analyze the future goal, function, structure,model and implementation strategy of the e-government in our country. The third and fourth chapters are mainly about how to achieve aharmonious situation between traditional government administration and itsmodern service function based on e-government;and how to overcome thedisadvantages in traditional government administration effectively. In the fifth chapter, the e-government construction in the TEDA TIANJINis taken as an example, and the strategies and key technologies used in settingup a regional e-government system is reviewed. The TEDA government hascarried out the ISO 9000 quality system in government administration, whichis perfectly matched with the e-government construction. Governmentre-engineering is realized after the specially designed e-government system,and the administrative efficacy and efficiency are promoted greatly in thefollowing years.Based on information technology, the e-government and governmentre-engineering is able to promote the innovation of government administrationand the change in government function. The methods and experiences ine-government construction and government re-engineering of the TEDATIANJIN is of great value to other regional governments in their e-governmentconstruction and innovation.
