A Research On The Governments' Credit In Today's China

Since reform and opening-up, with the rapid growth in economy and great improvement of national strength and people's standard of living, the situation of the governments' credit resources has been an growing concern of Chinese people. Objectively, nowadays, the overall credit of Chinese governments is sound. However, because of the effect of social environment and the warp of individual ideas, the deficiency of governments' credit still exists in various forms, and their credit is challenged and doubted. As a result, other kinds of social resources are badly being wasted when there is a shortage of governments' credit. This article is established in the objective need of the credit construction of our government and based on the theoretic root as well as the recent state of governments' credit. This paper analyzes the causes of the deficiency of governments' credit and explores the detailed measures to effectively control the deficiency of governments' credit. My research focuses on the low level of today's Chinese economy, the existing inertia of traditional bureaucrat system, negative influence of traditional culture, and the incompetence of law, then further deeply onto the comparative selection of behavior cost and behavior income when individuals in lack of administrative morality facing the administration ethic conflicts. On analyzing the causes of deficiency and conformity of relative measures, this paper tries to control the deficiency of governments' credit systematically in the two aspects of system standardization and ethic culture, which will overcome the traditional credit system. The countermeasures of controlling system standardization establish the external rule by total forces of a series of operable systems of economy, politics and laws. Then the countermeasures of controlling ethic culture arouse the consciousness of internal rule from the hearts by adjusting thoughts as well as statements and actions. The system of governments' credit, which is fit for the objective need of today's China will not be set up and perfected, until the combination of external rule and internal rule is realized to thoroughly change the situation of the deficiency of the governments' credit.
