| In 2003, the Central Government proposed to carry out large-scale training task, "to accomplish providing off-the-job training to over 50,000 section chiefs at township level for accumulating 3 months all over China within 5 years. As one key development area and international district in Beijing, Chaoyang District has responsibility and duty which cannot be shirked in this process to realize the modernization drive in the capital. All the district section chiefs at the sub-district and county level shoulder quite heavy task, therefore, it is of great significance for them to receive the necessary training. However, under the current circumstances, the cadre training work has apparently come out quite a lot disadvantages. The most obvious one is that training aim is not clear, the effect is not satisfying and the quality is not high, without a whole comprehensive appraisal system. The reason lies in that there are certain problems in terms of investigation and analysis on the training demand, which is the issue of crucial importance.In view of the above-mentioned issues, on the basis of the investigation and research concerning the training demand of sub-district and county section chiefs, by applying the relevant demand theory from human resources and economics, adopting the statistical analysis, starting from the analysis on the circumstances of sub-district and county cadres, the essay will create the initial training models targeting variety of section chiefs at this level, through making the general and particular analysis in terms of organization, position and personal demands of the section-chiefs and conducting certain analysis on the common and different aspects in training lessons and forms, therefore to conduct reform in training methods to make the current training more directive, effective and pragmatic.By the research of the substantial evidence and the norm studies, this dissertation draws the conclusions as follow:1, The overall demand of cadre trains is exuberant, self- cognition of the cadre is quite explicit and they are high to the training expected value.2 The current some hot topics In the organization demand, The kind of reality holds curriculum in the post demand, The kind of practical curriculum in the individual demand and demands of general character are quite strong.3 The forms of training need to draw close to the realities of students.4 The current society's leading values affects the cadre's choice to train curriculum.5.
