An Analysis Of The Rational Scale Of China's Defense Expenditure

The defense capability is an important part of the overall national strength. But with the limit of the scale of defense expenditure, the defense capability of our country cannot meet the requirements of safeguarding national sovereignty and territorial integrity, as well as economic development. An important policy of maintaining a balance between the national defense construction and its economic development was made at the 16th Party Congress. As a result, how to decide a rational scale of national defense expenditure under this policy, which can meet the requirements of defense construction and fit to the condition and strength of our country, becomes an urgent matter to be dissolved.Since the establishment of our country, the proportion of the defense expenditure in GDP (GNP) presented wavelike rise and decline, which was a historical inevitability decided by the defense tasks and central work of the day, contributing to a cumulative gigantic gap in the defense expenditure of our country. Seen from now, to complete the dual task of realizing mechanization and informatization, and to safeguard our country' s security in the 21st century under the profound international situation and inclement surrounding environment by our army, the proportion of the defense expenditure in GDP and financial expenditure must be increased, furthermore, a rational scale of defense expenditure should be decided.By comparing to other countries' defense burdens, and referring to the experience of other countries as Japan, whose defense expenditure and economy keep the same increasing rate, the author sums up nine characteristics of the developing trend of the defense expenditure scale of our country since establishment, puts forward a forecast model of the defense expenditure of our country, and analyzes the rational scale, increasing mode, and remedy method of the historical gap of the future defense expenditure.The author believes that after a certain transition period, the annual increasing rate of defense expenditure of our country, the proportion of defense expenditure in government financial expenditure, and theproportion of defense expenditure in GDP should be kept at 10%—15%, 14-15%, and 2-3% respectively. This is beneficial to the economic development and army building, and development of economy and strengthening of national defense can be achieved accordingly.
