Part one is about the determination of the conduct of using steal, which discusses the legislation and theoretical research of using steal as well as the differences between using steal and common steal, illustrates the necessity to regulate the crime of using steal. Part two is about the determination and punishment of stealing conduct done by units, which elaborates the theoretical foundation and practical need to regulates the crime of steal committed by units, discusses legislation and judicial application of it. Part three analyzes and compares the crime of fraud and the crime of steal, analyzes some cases having characteristics of both steal and fraud.
